These questions you should rather ask ARTOP specialists.
Xpand is not completely obsolete, it is still in maintenance. But right, I'd also opt for Xtend for new projects. Migration from Xpand to Xtend is pretty straight forward, Xtend has taken many concepts from Xpand.
ARTOP is mainly driven by the automotive industry. If there is a need to provide an Xtend based SDK, there must be some pushing and budget from there to drive such a project. Anyway, you could start on your own without waiting for that someone provides it for you. With ARText you will already have Xtend installed in your package, so just do it.
