"No write-lock" when creating a tag [message #32688]

More often than not when I try to tag an eclipse project i get the
message...

No write-lock in <project directory>

The svn command eclipse is using is...

svn copy <project dir> <server dir under tags> -r WORKING

I have tried doing project refresh, project cleanups, and open and closing
eclipse. Nothing seems to help when this occurs. I have no problem
syncing and committing the project.

Any suggestions as to what might be the culprit?
