It may be cached by your browser/ISP - maybe try deleting your browsers

"ibm.zip" is linked to
http://www.eclipse.org/webtools/initial-contribution/ibm.zip
but that just gives a "page not found"

After googling for ibm.zip, I found this page:
http://www.eclipse.org/webtools/development/main.html
which has the same "ibm.zip" link, but this one goes to:
http://download.eclipse.org/webtools/downloads/initial-contr ibutions/ibm.zip

Notice the extra "downloads" directory.
