method) how do I refresh and publish the associated wsdl interface?

If you change the Java class (add a method) that had been deployed as Web
service, you should be able to re-run the wizard to get the new method
reflected in the updated WSDL file. What server are you using and what's
the publish error? If you can reproduce this consistently, please open a
defect with details of how to reproduce the problem.
