I have noticed that the install/update does fail to connect, could this be related. Is there an eclipse IDE error log I should check...?

I seem to have a similar problem. Basically eclipse can't load (or maybe
interpret or whatever) the xml schemas or dtd's respectivly. Somehow I got
around this issue by pointing references for the files in question to local
ones (somewhere in the Preferences under XML something).
I also figured that I have the same problems with conglomerate which takes
ages to open any XML file, local or remote. So I guess the problem has
something to do with some gtk libs rather than eclipse; but that's just a
guess. On the other hand that doesn't explain that it works in eclipse with
local files.
Anyway, at least I have a situation I can live with for now. So have a try.

Solved.
Eclipse makes a call over http to check licences (not sure why though). The issue for me was resolved by a related issue I was having with ipv6. By changing modprobe.conf netpf10 setting from ipv6 to off. Solved the issue.
I guess the http lookup means if you try and work offline, it will always timeout.
