There have definitely been other changes to this file before this branch was created, but none of them appear using annotations. If you think that that is not the case, there may be a bug. What do you see if you open the commit in the Commit Viewer and double click on the file?
If you want to see a list of commit which changed the file you can do that in the History View. Select Team > Show in History. In the History View, select the filter button "Show all changes of selected resource and its children" [1].
