I looked at some of the bundles and saw couple of hard-coded repositories. Once I placed exceptions for them to my mirror settings I was able to proceed.
geotoolkit repo gave me core unitofmeasure package (I wonder why this isn't in available in central) and icu4j 4.4.1.1 came from openl10n (which is a nexus group directory and the actual repo was http://nexus.openl10n.net/content/repositories/thirdparty/, there is already version 4.6 in central)

Can you please tell us more about some of the settings?
I noticed, issues with Maven2 locally, but switching to Maven 3 final
resolved them at least on my system. The Hudson CI at Eclipse.org is also
based on 3 by now AFAIK.
I was hoping, at least to create a snapshot or download in a section at
Eclipse.org. Have to check with Webmasters, as a few other projects have
build results visible or in a downloadable form (at least an archive dump)
I'll check the Hudson settings, maybe it is also an option there not enabled
by default?
Thanks also for ICU4J 4.6, I couldn't see it earlier when running a Maven
search.

I'm using mirror in my settings.xml that mirrors every external repository (that is "external:*"). This usually breaks builds on projects that rely on other repositories than maven central and I have to either patch the settings.xml with (such as !OpenL10n,!jboss) or include the repo to the mirror itself.
I forgot to mention in my last post that Sonatype Forge also hosts eclipse related artifacts but I could not find the one in use in this project from there.

Beside that, please note, the download site: http://www.eclipse.org/uomo/download.php
offers both a ZIP archive for either your main Eclipse or "dropins" folder
(works in both for all who tested it)
and an update site, currently also under "download". We're working with
Eclipse Foundation to see, if the "official" place under
"downloads.eclipse.org" may work sooner or later.
At least Babel reports having problems, see towards the end, they're
struggeling to import the update site due to its URL layout.

I removed some of them. Did that help, although at least Unit-API still
won't come from any place other than GeoAPI. Working on that, if Sonatype
was to host it as below, dependencies may also work there.

Would you consider that at some point? Also a simple Bugzilla account, would
as soon as the Babel process and server succeeded with message creation for
UOMo allow translations.
If people in Finland use measurements either in their main language or
Swedish (I worked at Nokia so I know, many parts of the country use 2 signs
and languages;-) or even have special local units that are common in
business or everyday live, UOMo is keen to learn about them.
