I believe the debugger is searched on the OS-'PATH' and that it gets
executed with OS-environment variables.
Is this true? Wouldn't it make more sense to use the eclipse environment
variables? Where can I change this behaviour?

your question is not specific enough to get answered. You likely
know that you need a cross debugger for the "remotecdt" integration
to work? Perhaps the FAQ helps:

I have solved my problem in a different way.
But to let you know what my issue was:
When you execute a make target it runs in the environment (environment
variables, ...) you have configured in eclipse.
When you execute the debugger (gdb) it is started in Windows environment.
This is not consistent.

I have solved my problem in a different way.
But to let you know what my issue was:
When you execute a make target it runs in the environment (environment
variables, ...) you have configured in eclipse.
When you execute the debugger (gdb) it is started in Windows environment.
This is not consistent.

sounds like this inconsistency is a CDT bug, have you filed
a bug for this?
