    Cyber-Resilience Act What Now (Logo)

    Mike Milinkovich,

    Executive Director Eclipse Foundation

    Eclipse Foundation Executive Report

I hope this update finds everyone well. The fall is shaping up to be very busy for the Eclipse community, and I want to highlight a few items.

As has been the case for many years, I look forward to the opportunity to once again meet many of you at the upcoming EclipseCon 2023. This is a highlight every year on my calendar, as it is the time when I get to catch up with so many from our community, and also to meet with many new members. You will see me in the hallways during breaks and at the various receptions, so be sure to say “hi”! But even better than talking with me, EclipseCon is a wonderful time for each of you to meet so many others from the Eclipse community. I do hope you’ll take advantage of the opportunity and join us.

As you have seen in many communications from us, the proposed Cyber Resilience Act continues to proceed towards being enacted by the European Commission. I’ll stress here again for you to make sure you and your organization understand the potential negative impact of the legislation in its current form. The Eclipse Foundation is taking actions to try to influence this legislation to be less damaging while still achieving the overall objectives of the Act. As the latest update, please see the open letter that we have signed, along with many other open source foundations.

I want to call out the recent announcement of the intention to form a new Dataspace working group. These dataspaces are expected to establish trusted federated data sharing ecosystems, and have the opportunity to cross various industry verticals. To get involved in all our industry collaborations simply join their mailing lists page.

With regard to our membership, as of the end of August, we have 358 member organizations, and we count 2,006 committers.

The Eclipse Foundation’s finances remain on target for 2023, as shown in the chart below. As a reminder, the 2023 budget approved by the Foundation’s board of directors and general assembly included significant growth for the Foundation as compared to 2022. You will notice that the budget includes an anticipated negative operating income for 2023; this was planned and coincides with the significant positive operating income from 2022 as we ramped up both our security and SDV initiatives over the past 12 months. As a reminder, our reporting of all financial information is in Euros.

open source and the cyber resilience act

While we support the goal of enhancing cybersecurity, we urge caution in adopting the current proposal or the European Parliament's position. Doing so would severely limit the development of open source software (OSS) projects for SMEs, giving more power to large corporations, and disrupting the delicate balance that currently benefits SMEs and drives European innovation. The open letter drafted and signed by key European OSS organisations
