Before he left the Eclipse team, sprigogin and I had a number of discussions about how to come up with a set of rules that would help determine which file state should show up on the left or right of the compare editor.

I've consolidated my notes from those discussions into the following proposal, offered here for your consideration:

I'd propose that if a majority of us like (or a modified version of) these rules, we should make them official by moving them to the  Eclipse UX guidelines and extract follow-up bugs for the actions needed to implement them in the official Eclipse distributions.
