Hi Bob,
I believe the answer is that the first
link, http://wiki.eclipse.org/index.php/User_Interface_Guidelines,
will be the holder of the guidelines. The other link is the temporary
staging wiki for new content and trying different formats.
However, I'm not sure we've actually
explicitly discussed this, so please chime in if anybody has a different
idea.
While its possible we could maintain
a separate guideline and best practice, I think that will just make the
job harder for us and the reader. The reader is seeking guidance
on building a "correct" and better UI, so guideline and best
practice is really the same thing.

Bob,
I'm finishing up the new guidelines around the new development process
and one of the things I wanted to add was "conformance to the UI Guidelines"
as part of a Release Review. But it's hard to do that with some guidelines
to conform to. Do you guys have a document? Should I use:
