[scout-dev] Commit rights for Judith Gull have been expired

Matthias Zimmermann has expired the commit rights for Judith Gull (jgull). 
The reason for this change is:

Judith has changed employer and is unlikely to contribute to Scout in the
future. In case Judith decides to start contributing again we will be happy
to have her back.

To honor Judith's contributions to the project, Matthias Zimmermann has
nominated Judith for Committer Emeritus status.
