Unfortunately i am not a orbit commiter
i also dont know if it is up to date as it mentions

Adding notes to the file is a matter of "hand editing" the "notes.php" 
file on the download server.

afaik that is something only old served commiters can do, if at all,
as normal committers dont have direct shell access anymore
