[higgins-dev] Added a format attribute used by CDEScript class

Now that we are starting to support two different connection data engines, CDE1 and CDE2, that use different data formats, we needed an attribute to tell them apart. So I added the "format" attribute here: http://wiki.eclipse.org/App-data_vocabulary#format it has two possible values "cde 1.0" and "cde 2.0".
