Hello

I think the https://ci.eclipse.org/eclipselink/ suffers from something
similar to 575285.
Given that EL has at least 4 sponsored packs, I'd expect more agents
to consume the job queue, but there is only one.

Can someone check it and if this is not as expected - raise the bug to
restart jenkins instance, please?
