Hi folks,

CDT 9.0 / Neon introduced a regression in which the environment variables for Debug and Launch are different.

It has been very hard in CDT 9.x to, for example, use LD_LIBRARY_PATH when doing Run launches. https://bugs.eclipse.org/508948

I would like to commit a fix for this in 9.3 RC2 (today) if there are no objections.
