Explanation of Proposals
Development at Eclipse is based on the principles of openness and frequent review. Proposals for new projects are presented to the community in the form of a Project Proposal according to the criteria outlined in the Eclipse Development Process. In the proposal phase, the community is invited to join in the discussion, identifying new participants in the project and to solicit technical and strategic input to refine the project scope.
The first step is for interested parties to post a Project Proposal. The proposals page lists all the current, pending proposals.
After a proposal gains sufficient community support, a Creation Review is held. The proposers prepare a presentation of the technical direction and community support. A conference call and an advisory vote of the Eclipse membership are held. Assuming no objections, the project is created and provisioned as an Incubation Phase project.
