extenssion-points (org.eclipse.ui.actionSets\popupMenu...) that define an
'action' object with specific label and\or tooltip. For some labels, in

not find an extenssion that defines an 'action' object with that label,
although there are several menu-bar buttons with this kind of label.

my theory is that are some buttons that are not defined with the
extenssion-point mechanism, as they are a part of the core of Eclipse.

Can anyone back up my theory, or maybe tell me where can I find the
definition
of such buttons and the class related to them?

Yes buttons can be added programmatically, usually through the editor
site or view site IActionBars.
