You will need to make use of the Keys preference page.
Window>Preferences>Workbench>Keys>Modify

You are wanting to change the "Resume" (your continue), Step into and Step
over.
These commands are categorized under Run/Debug in the default active
configuration.

So for example you would set the modify page:
Category: Run/Debug
Name: Resume
Key Sequence: F5
Select the F5 assignment for debugging (was Step Into)
Hit Add
Remove the F8 assignment for Resume

Repeat as needed for Step Into and Step Over
