Using Eclipse J2EE Version: 3.4.1 Build id: M20080911-1700 on Mac OS X,
the Step Over and Step Into debug functions do not function and behave
like Resume.
This happens consistently on reboots of Eclipse. I am thinking it is best
to downgrade to 3.3.1?

Probably not. 3.4.x works fine on Mac.
How are you invoking the commands (keyboard shortcut, menu, toolbar, ...)?
What do they do instead? That is, what behavior do you currently observe?
Has this been happening since you installed 3.4.1, or did something else
change?
Are you seeing this problem in all workspaces, or only one? (E.g., if you
create a new workspace does the problem occur in the new workspace?)
Are there any error messages showing up in the error log?
Have you searched Bugzilla (bugs.eclipse.org) to see whether anybody else
has reported similar problems?
