AFAIK CVS cannot deal with "addictions". Better see a doctor if it

You don't send your changes by using those arrows. Instead you do context
menue -> commit in the sync tree view.

I think you are confused about what Synchronize does. It works like this:
You have a set of files locally, which may or may not be modified from
what is in CVS.
You do a Synchronize, which is like a preview of what would change if
you did update and commit.
To commit, you must choose that from the right-click menu of the file
you want to commit.
The arrows in the compare view are for resolving conflicts - when you
have changed the file locally *and* it has been changed in the
repository at the same time.
