I'm trying to define some local settings in $ECLIPSE_HOME/eclipse.ini and
it seems Eclipse 3.3.0 is ignoring this file even though it exists and
$ECLIPSE_HOME is set to the directory where eclipse.ini resides and
exported in my environment. If I define the settings in eclipse.ini in
the directory where the eclipse executable is installed, Eclipse honors
those settings.

Is this is known problem in this version of Eclipse? If so, how can I
define local settings?

I don't know if I can help you, but I have a problem, a few days ago, with
-vm tag in eclipse.ini. This tag has to be inserted before -vmargs tag. If
it is inserted after, it doesn't work ! Tags order seems to be important.
