I have looked and looked for the docs for this. I know they are there I
just can not remember the proper syntax to look for. Basically what I
want to do is create a project template based on the C/C++ Makefile
template that creates some default source code files, xml files and
CMake files.

What would be the best way to proceed with this?

Later on I would like to package everything up to offer to the community.
