If you get the SDK download of WTP, all of the source code is included.
You can also get it from CVS
( http://dev.eclipse.org/viewcvs/index.cgi/?root=WebTools_Proj ect).

After extracting the source I usally just do a search for the string in
the UI. In your case Generate Sample XML file...
