I downloaded and installed the Eclipse and the SDK from developer.android.com/sdk/index.html
(Windows 7)

When I click file-new-android- application project, I receive the following error:

The tools need to be updated via the SDK Manager
The panel further explains that the tools installation appears to be out of date or not installed.

The SDK Manager shows:
Android SDK tools 21.1 installed
Android SDK platform tools 16.0.2 installed
SDK Path \users\owner\documents\adt-bundle-windows-x86-20130219\adt-bundle-windows-x86-20130219\sdk

Any input on getting past this would be appreciated.

Darren, your questions would be better served in an Android-specific forum. See http://www.eclipse.org/forums/index.php/t/225513/ .
