I assume you did not really mean WST *plugin*. Installing WST only, instead
of the complete WTP should still give you (x)html syntax highlighting, and
it should already be enabled. You can find the HTML syntax highlighting
preferences under Preferences->Web and XML -> HTML Files -> HTML Styles
