If you mean splitting a report into logical sections based on the data
in the report, the answer is yes. BIRT supports an unlimited number of
groupings.

Yes

Not at this point, this is something we are looking at for future releases

BIRT can report against any type of data source including transactional
systems. If you mean OLTP support as support for OLTP databases then
the answer is yes.

BIRT has a number of built-in mechanisms for creating and running
reports. These mechanisms our exposed through the BIRT APIs. At this
point we do not have a web services deployment model built. That said
it would be relatively straight-forward to wrap the Engine API with web
services, it just does not come out of box.

> (6)Hierarchical Grouping
yes, see above

> (7)Dashboard
At this point BIRT has no specific dashboard components. I am a little
unclear as what features you would need to accomplish this.
