I have a report which creates booking-confirmation letters to hotels. The result set contains all people in all hotels and is grouped by hotel id. The group header contains the hotel address and letter greeting; the group footer contains the letter closing greetings. The details section contains the people booked to stay at the hotel with arrival and departure information. The group header does not repeat on each page. Page break in details is set to Avoid.

For one hotel the list is long and needs at least 2 pages. The first page looks fine but the second page is only filled to about 1/3 then there is a page break. Page 3 is then about 2/3 full and the letter completes on page 4.

What might be causing the early page breaks? How might I debug this?

What version of BIRT are you using? If you are using 3.7 or greater select the table, and in the properties view select page break. Then set the pagebreak interval to 0. Also make sure the report is in fixed format not auto. This is a general property for the report.
