The current schedule has Sapphire 0.3.1 shipping on September 1st while Indigo SR1 is scheduled for September 30th. That mis-alignment was driven by Oracle adopter requirements. These requirements no longer exist and I would like to re-align our 0.3.1 release with Indigo SR1.

Would this change in schedule present a problem for other adopters? We can schedule multiple 0.3.x releases if necessary, but if I don't hear otherwise, I will assume that the schedule change is ok with everyone.

Is it possible to include some bug fixes like InitialValueServices, Doctype etc., as part of the 0.3.1 release ? I am planning to use them in my Liferay IDE contribution where these fixes are very essential.

We can have other bugs like XMLSchema, Content Assist as part of 0.4 release or next 0.3.x release .

Let me know your thoughts.

I do not believe that is going to be feasible. Those changes are tied up with other 0.4 work which cannot be backported to 0.3.x as it isn't backwards compatible.
