we create Practice and later recognise that is impossible link it to other
method elements (by action Add in Guidance tab).
it's bug or feature? in case that a feature what a reason for that kind
behavior?

That's the feature. Although you should be able to add reference from
Practice to other method elements. Practice Editor->References tab
