Right now I use:
<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE compiler SYSTEM "compiler.dtd">
<compiler name="Eclipse Java Compiler" copyright="Copyright IBM Corp 2000,
2005. All rights reserved." version="v_579_R31x, 3.1.1 release">
...
</compiler>

but this seems to be less flexible.

Thank you for any pointer that could help me to define this PUBLIC ID.
