User libraries which are included in the J2EE dependencies do not copied
to the WEB-INF/lib folder. One reason is that one of the jars in the
user-library is already there in another J2EE dependency. So the copy
stops (or does not get done completely) when encountering the duplicate
jar.
On removal of this duplicate, the copy went fine..

By the way: How do I add this to an existing thread of postings?
