Yes, if you follow the tutorials in the EMF subproject

you'll find that you can do an import from XML Schema as opposed to importing
from a Rose model. (If all goes well, later today there should be a new
tutorial avaiable that deals explicitly with generating from an XML Schema.)

There isn't a tool to generate instance files in Eclipse. WSAD has such a
tool Perhaps IBM's alphaworks has something like that as well. If you follow
the steps above to create an EMF model, you can also create a sample editor
and that sample editor will be able to create an instance file...
