Are there any plans to make the structured formatter public? That is
accessible for all plug-ins. If not, can I file a bug (enhancement)
report with the hope that one day can be externalized?

I agree the formatter actoin should remain private. I was refering to
the org.eclipse.wst.sse.core.internal.format.IStructuredFormatPr ocessor
and the corresponding factory.
