disappointed to not find that great feature. When I open the J2EE
perspective and the Package Explorer view it lists my projects just as the
Package Explorer view does in the Java perspective. Is this a bug or a
(gone) feature?

The Package view can be opened from Window->Show View under the Java
category.
The Package view allows you to drag and drop files but the package view
does not. So I got rid of it and saved a new perspective.
