You can use the latest WTP release candidate for Eclipse 3.2, which you
can download from

http://download.eclipse.org/webtools/downloads/drops/S-1.5RC 6-200606230444/

or you can try to use the Callisto update site (in the Eclipse workbench
see Help->Software Updates->Find and Install...

The 1.0 version is compatible with Eclipse 3.1. The WTP 1.0.2
download page
( http://download.eclipse.org/webtools/downloads/drops/R-1.0.2 -200604280245/)
contains a section labelled "Requirements" that should point you at
what else is needed. You can also use the Update Manager to install
it automatically according to the directions at
http://www.eclipse.org/webtools/faq/main.html#about_6 .
