How can I write a command that can determine the full path to a directory argument?

At this point, I am assuming I need to compose the CWD with the path argument, but I am getting inconsistent results depending on where the command is issued from and the shape of the path argument passed in.

I reported bug 411733 about this but I am not yet sure whether it is a bug or I am missing something obvious.

At this time, this is the only thing stopping me from upgrading to Orion 3.
