I'm not a linux user but need to run Eclipse under Fedora for plugin
testing.

The marketplace client is installed in the Fedora Eclipse Juno package,
but access to it is not displayed in the Help menu.

Is this a bug, or has Fedora disabled access to the marketplace client
for some reason?

Is there an alternate way to access the marketplace client other than by
the Help menu?

Thanks.

Don't install the Fedora package. Download eclipse directly from eclipse.org and unzip to where you want it installed. Linux packages don't play nice with trying to install using anything other than the package manager for your system.
