Where are the BIRT javadocs for 4.2.1? Is there something online or through the eclipse IDE?

Take a look at this: http://www.eclipse.org/documentation/

You could also download the BIRT SDK from the download page and copy the jars into your Eclipse install if you wanted them from your local help drop down.
