and it just says "it depends".

Can anyone say definitively whether the BSD license is unacceptable in
Eclipse contributions?

Francis,

The devil is in the details.

When you say "contribute" do you mean put the code into an Eclipse project?
If so, who owns the code? Because by putting the code directly into an
Eclipse project you are putting it under the EPL, or in other words dual
licensing it. And doing that requires the permission of everyone who
contributed to the code.

If you want to use the code under a non-EPL license, it is possible, but it
will require that the about file for the plug-in identify the license and
make it clear that it is covered under a separate license. The license will
have to be reviewed and approved to make sure that it is compatible with the
EPL.

In either case you will need PMC approval and need to complete the
contribution questionnaire at
http://www.eclipse.org/legal/ContributionQuestionnairePart1- v1.0.htm to kick
of the process of getting the Foundation's approval.
