java.dll not found [message #1031721]

I am trying to open Eclipse in Windows 8 Pro, but I am getting an error message about the JRE that the file java.dll can't be found. I have located the file in the Java folder but I am unsure how to edit the eclipse.ini file to specify where the file is. Any suggestions?
