I just installed Juno SR2 the windows 64 bit version (classic and JEE Versions). Both fail on check for updates as well as trying to load more modules from marketplace.

I have the same issue.

I've installed Netbeans and the proxy settings are straight forward.

In Eclipse, I've been trying to get through the proxy for about a week. No luck!

This use to work in Eclipse Indigo!!
