As per the release plan at http://wiki.eclipse.org/Juno/Simultaneous_Release_Plan it should have been out by now. Though it is not directly available on the download pages yet I am able to download what I think is the GA version (R-4.2.2-201302041200). I am not sure if this is available from p2.

Can someone clarify the reasons for the delay?

Yes, the service release is delayed by a week because of some last
minute problems in 2 or 3 of the components.

Mrinal,

Each component tracks its own issues... You can look at the details of
the issues related to release delay discussed on the cross projects
mailing list:
