I'm new to BIRT and I've gotten the BIRT Report Designer setup. However, I'm not sure about what is the best practice for deploying my BIRT reports to the server with the BIRT runtime.

Is there a built-in BIRT deployment mechanism in the Report Designer? Or should I write a jsp page to upload the .rptdesign file to my server?

No, unfortunately, there is no deployment mechanism to deploy your reports to Tomcat or whatever app server you're using, from the designer. In Actuate BIRT, this connection can be made to allow publishing to the BIRT iServer.
