you may want to use Team API to find out whether a project is _shared_
with a source code repository. See
org.eclipse.team.core.RepositoryProvider.isShared() for example.
Most things beyond that are specific to the respective team provider
implementation (e.g. EGit, CVS Team Support, ...)
