I'd have to check, to know for sure for this case, but most cases like this were intentionally done,
by the "contributing project" simply because they had code that depended on it being done
that way, and they have't had time yet to change their consuming code (or, test for side effects, etc.).

If you have an urgent need, you could always open a bug (in orbit) and ... if really urgent ...
volunteer with the projects involved to see if they could use help in converting their code, or testing the jarred version. I think WTP (probably Webservices) is one of those projects. And ... this is a "2009" issue at this time (that is, not something that could change in a few weeks, or probably even months, given priorities).

Was that more than you wanted to know? :)
