How do I call Visual Editor?

Do I have to enable it somewhere explicitely ?

Can I work with VE in every project even an existing one ?

Can I keep all the new files for Visual Editor separate from the existing
Eclipse installation and make only a reference in Eclipse to this external
VE folder tree?

Could take a look at the log file <workspace>/.metadata/.log ? If there is
no error, the -clean option to start eclipse may help.
