Is the format of the Symptom Catalog database documented anywhere?

I can do it using the RCP Editor, but it will be a long and laborious
process. Instead, I'd like to generate it through a program. But I can't
seem to find the documentation anywhere?

Any pointers would be much appreciated. Thanks!
