I remember, i have installed eclipse and swt before, and can see swt for
visual design.

Instead of unzipping, it is better to use the update manager.

Go back to just Eclipse SDK 3.1.1. Use update manager and do Find and
Install new features. Eventually it will show Visual Editor, from there
select the Visual Editor and hit the "Add required" button. Then
install. This will get you VE 1.1.0

Then after install do Find and install updates for installed features.
This will get you VE 1.1.0.1.

After this everything will be installed correctly.
