Unexpected behavior difference between IReportContext.setGlobalVariable/setPageVariable [message #830951]

When trying to set a non-existent variable, setGlobalVariable adds it (as I expected), while setPageVariable silently ignores. Is this really desired behavior?

Alexey,

I believe this is because page variables are added graphically in the
Data Explorer view and this is the designed behavior.
